A40 Junction in Raglan

On behalf of Raglan Community Council, for a point of clarity, relating to a number of comments that have been made relating to road safety of the A40 in Raglan, the meeting on the 6th February was convened by Raglan Community Council.

This meeting was convened after being informed that Welsh Government had published the A40 Raglan Bypass Safety Study. It’s been said that elected members didn’t discuss the A40 Safety Study; the reason being the Community Council had not been sent the Safety Study at that time in November. Cllr John was invited to the meeting, along with representatives from Welsh Government and Monmouthshire County Council. The following attended the meeting: Cllr Catrin Maby, Cabinet member at Monmouthshire County Council; Cllr Penny Jones, Ward member for Raglan; Cllr Richard John, Ward member for Mitchel Troy; Ms Laura Anne Jones, MS Senedd Regional Member; Mr Carl Touhig, Head of Neighbourhood Services; Mr Peter Fox, MS Senedd member for Monmouthshire sent a representative; Ms Natasha Asghar, MS Senedd Regional Member sent a representative; Cllr Lynne Eilertsen, Raglan Community Council; Cllr Julan Dyer, Mitchel Troy Community Council, Cllr Nick Ramsay, Chair of Raglan Community Council, chaired the meeting.

The following were invited but didn’t attend.

Mr Ken Skates, Cabinet Secretary for Transport; Head of Operations WG; Cllr Mary Ann Brocklesby, Leader of Monmouthshire County Council; Cllr Jayne Mckenna, Ward member for Mitchel Troy, offered apologies; Mrs Catherine Fookes, MP for Monmouthshire; Ms Delyth Jewell, MS Senedd Regional Member; Mr Peredur Owen Griffiths, MS Senedd Regional Member, The Traffic & Road Safety Manager MCC; Ms Debra Hill-Howells, Chief Officer – Infrastructure, Monmouthshire County Council; and Cllr Peter Penny, Chair of Mitchel Troy United Community Council.

Elected members of Raglan Community Council have been the advocates of road safety in this location for decades.

Since the 4 June 2022 you will be aware there’s been four accidents with blue light attendance, plus many incidents where there have been collisions where the blues didn’t attend, along with a number of near misses that have not been recorded. The Community Council have been lobbying Welsh Government and Monmouthshire Highways for many years, regarding highway safety at these junctions and the crossing to Raglan Castle. The elected members will continue to lobby and make proposals. It was said during the meeting on the 6th February- “For some good reason or fate….NO-ONE has lost their lives. We have people in this room today with the authority and the means to improve this junction for everyone’s safety, and elected members of Raglan and Mitchel Troy Community Councils would implore you to act before someone does lose their life.”

I hope the above makes the current situation a little clearer. The Community Council understands there is an item on the agenda to the First Minister in the Senedd tomorrow (11 Feb) by Laura Jones, MS Senedd Regional Member relating to this junction.
